In its preliminary ruling last September, the United States decided to impose anti-dumping duties of 3.09%, 2.43% and 1.76% respectively on transformers produced by South Korea, such as Hyundai Heavy Industry, Rijin and Xiaoxing. However, in the final ruling, the tariff rate on modern heavy industry was fully increased by 20 times. Xiaoxing was eventually imposed an anti-dumping tariff of 2.99%.

Hyundai Heavy Industry said: "compared with the preliminary ruling, the final ruling is difficult to accept, and it will appeal to the U.S. Court of international trade and other legal means. The tariff rate may be reduced." Hyundai Heavy Industry said that it will actively use the local production legal person in Alabama to minimize the loss.

The US government also preliminarily ruled on the 2nd local time that it would impose anti-dumping duties on Korean thick plates. The U.S. Department of Commerce said it would impose anti-dumping duties of 2.05% and 1.71% and offset duties of 0.54% and 0.13% respectively on Korean Hyundai iron and steel and Dongguo iron and steel exported to the United States.
