Market analysis
Bangladesh is one of the most dynamic countries in South Asia and even the world, with an average GDP growth rate of more than 6% for many years. Abundant and cheap labor resources, active and effective foreign policies, continuous improvement of hardware conditions, and potential domestic market are all important factors that promote the economic development of Bangladesh. But at the same time, Bangladesh is currently one of the least developed countries, with a low level of economic development, poor infrastructure, lack of land, and energy shortages. Therefore, the export of power projects in Bangladesh is a coexistence of opportunities and challenges. A career in which difficulties and hopes exist together.
In order to meet the electricity consumption of more than 160 million people in Bangladesh, the Bangladesh government plans to vigorously develop the country's power generation and transmission and transformation systems by 2020. This plan requires a total of 7 billion US dollars of investment. In order to implement this huge power development plan, the investment plan required for power generation is US$3.2 billion; the investment plan for power transmission is US$2.5 billion. According to this plan, Bangladesh’s national installed power generation capacity will be increased to 17,500MW in 2020, and the total length of transmission lines will also reach 14,000 km. Electricity users will also grow to 24 million.
The government of Bangladesh is optimistic about the prospects of power development, and the government will provide various guarantees to encourage investment and implementation of power projects. To this end, the Bangladesh government will set up an independent energy coordination committee to transform relevant government agencies into commercial companies. The Energy Coordination Committee will serve as a bridge between the government and private capital to form a healthy commercial competition mechanism for the development of Bangladesh's electricity. The energy crisis situation in Bangladesh has become increasingly severe in the recent period. The electricity consumption in Bangladesh is still at a backward level. Only 16% of the population consumes electricity, and the per capita annual electricity consumption is only 96 kilowatts. Bangladesh is one of the 50 poorest countries in the world. , Basic equipment such as electricity is very poor. Due to inadequate power supply, the power plant has been shut down and limited, especially during the peak power consumption period in the summer. The power grid is frequently cut off every day, which has seriously affected industrial and agricultural production, office work, residents' lives, students’ classes, and urban water supply. The people complained. Invariably, the Bangladeshi government has made the power industry a top priority for development.
Bangladesh has revised its industrial development policy, opening the power industry to private investment, and the government allows private power generation. Numerous preferential policies for private investment have led a large number of independent power producers to consider building power stations in Bangladesh. In the future, more individuals are needed to invest in the power generation industry to meet the growing demand. The Bangladeshi government has implemented some reform measures to manage the effectiveness and commerciality of the power industry.
On the afternoon of October 14, 2016, at the Prime Minister's Office in Dhaka, the capital of Bangladesh, President Xi Jinping and Prime Minister Sheikh Hasina of Bangladesh jointly witnessed that Xinjiang TBEA and Bangladesh Dhaka Power Distribution Company exceeded 11.1 billion yuan. Smart grid and upgrade projects in the capital Dhaka region. Member of the Political Bureau of the Central Committee, Director of the Central Policy Research Office, Director of the Reform Office of the Central Committee Member and member of the State Council Party Group Yang Jiechi, leaders and departments of the Ministry of Commerce, the Ministry of Foreign Affairs, and the Development and Reform Commission attended the signing ceremony. Six companies including the Export-Import Bank of China, China National Petroleum Corporation, and TBEA signed on-site contracts. For example, the Prime Minister of Bangladesh, the Secretary of the Prime Minister, and the Minister of Electricity and Energy personally delivered the opening speech for the 2014 Bangladesh Electricity Exhibition. Therefore, we have reason to believe that the 2017 Bangladesh Power Expo will provide you with more gateways to the power industry in Bangladesh, and the opportunity should not be missed.
During the critical period of President Xi Jinping’s visit to Bangladesh to promote the “Belt and Road” construction cooperation between the two countries, the China Council for the Promotion of International Trade organized the “China-Bangladesh Economic and Trade Cooperation Forum”. TBEA was also invited to participate in the forum and represented China. The company reported to the leaders and entrepreneurs of the two countries on the efforts and contributions made by TBEA in promoting the “Belt and Road” pragmatic cooperation between China and Bangladesh.
President Xi Jinping’s visit is the first visit to Bangladesh by a Chinese President in 30 years. During the visit, Xi Jinping held talks with Bangladesh’s President Hamid, Speaker Chowdhury, Prime Minister Hasina and other Bangladeshi leaders, and attended the signing ceremony of bilateral cooperation documents, which deepened the two parties’ commitment to the “Belt and Road” framework. The pragmatic cooperation between China and Bangladesh is of great significance to promoting further cooperation in the fields of economy and trade, energy, infrastructure, finance, agriculture and animal husbandry between China and Bangladesh.
The power transmission and transformation project signed this time includes the construction and upgrading of dozens of substations. It is the most significant power grid system expansion and upgrading project in Dhaka, the capital of Bangladesh. TBEA provided a complete set of power system solutions covering power grid construction and transformation. The project was constructed in full accordance with China's power industry standards. The project all used high-tech products from Xinjiang, China, and fully exported China's power technology standards to Bangladesh. The implementation of the project will help upgrade Bangladesh’s traditional power grid to smart grid, gradually improve the power shortage problem in Dhaka region, improve and strengthen the stability and security of the power grid system in Dhaka region, which is important for the Bangladesh National Grid Protection and reinforcement. The project will also become a link project connecting China and Bangladesh on the "Belt and Road" cooperation and development, and is the most important part of China-Bangladesh economic and trade cooperation.
Bangladesh also passed the "Bangladesh Energy Management Commission Act" to curb monopoly, shape a competitive environment, and protect consumer interests. In order to accelerate the development of the energy industry, the Bangladesh Energy Management Commission has also implemented a number of projects to promote private capital investment in power generation, energy transmission, sales and other fields, to ensure the transparency of taxes and fees in the energy industry; establish a benchmark price for commercial operation of power stations so that investors can Have a preliminary idea of electricity prices before investing in power plants, and establish a power maintenance and development fund.
The contradiction between energy supply and demand in Bangladesh is prominent. Energy, especially the power industry, is in great demand for development. Bangladesh encourages foreign-funded enterprises to invest in the oil and gas and power industries. China has many advantages in energy construction, including technology, capital, and experience. In addition, Bangladesh, as a country along the "Belt and Road" and "Bangladesh-China-India-Myanmar" economic corridor, will also enjoy more policy support from China. Chinese companies should seize this historical opportunity, increase their participation in the energy industry in Bangladesh, and promote China-Bangladesh energy cooperation. The specific recommendations are as follows:
First, break through the traditional engineering contracting model and participate in the development of Bangladesh's energy industry, especially the power industry, in the form of investment. Chinese companies are currently mainly contracting the construction of Mengzi Power Station in the form of project contracting. However, with increasing participation and fierce competition, the original price advantage of Chinese companies is gradually losing, and profits are gradually declining, which has also forced Chinese companies to make breakthroughs. The traditional form of project contracting explores participation in the development of Bangladesh's power industry in the form of investment, and better shares the development achievements of Bangladesh's power industry. For this reason, the Bangladeshi government proposed to use PPP to speed up infrastructure construction, set up a special office, and proposed some preferential measures to encourage private capital and foreign capital to participate in it. Bangladesh officials have said that the power industry is currently one of the best-structured industries in Bangladesh. The government will provide guarantees in most cases, and the Bangladesh Electric Power Development Bureau has never defaulted on payment, so the risk of investing in power is relatively small. Bangladesh Energy Company believes that its investment in coal, natural gas and power industries in Bangladesh will achieve stable returns in the next 15-20 years.
Second, give full play to the overall advantages on the existing basis to drive China's energy design, planning, consulting and engineering construction into Bangladesh in an all-round way. Take the coal industry as an example. Bangladesh's resource conditions determine that coal will become one of the main support points of the country's future energy structure. Coal is becoming an alternative choice for many power generation companies in Bangladesh, and Bangladesh will speed up the development and utilization of coal. Chinese companies have more than ten years of experience in the development of Bangladesh's coal industry, and helped Bangladesh build the first coal mine and build the first coal-fired power station, establishing a good reputation. Therefore, on this basis, we should give full play to the overall advantages of China's coal industry, promote active exchanges between coal companies of the two countries, and drive China's coal design, planning, consulting, and engineering construction to enter Bangladesh in an all-round way.
Third, take advantage of China's overseas oil and gas exploration and development experience, seize Bangladesh's preferential policies, and actively consider participating in Bangladesh's upstream oil and gas development. The potential for future oil and gas development in Bangladesh is mainly at sea. The resolution of maritime boundary issues provides a good external environment for oil and gas development in the Bay of Bengal. At the same time, Bangladesh has given more preferential cooperation conditions for offshore oil and gas development, adopting a production-sharing model that is conducive to international oil and gas companies, and developers can obtain profit sharing ranging from 55% to 80%. As the earliest resource-based companies to go abroad, Chinese oil and gas companies have accumulated a lot of experience in overseas oil and gas development, have a mature exploration team, and still have certain advantages in labor costs. They can actively consider participating in the development of upstream oil and gas fields in Bangladesh.
